I don't know where this panel is from, it looks like some book about the history of the Justice League, showing, at the top, what is known as the Bwah-Ha-Ha League, also the Justice League International, and below we have the Justice League Europe.
Up top, the JLI: Batman, Guy Gardner Green Lantern, Captain Atom, Black Canary, Blue Beetle, Martian Manhunter, Booster Gold, and Mister Miracle.
