This work is by Jose Luis Garcia Lopez.  He was a workhorse for DC in the last 70s/early 80s.  I was never a fan of his work, but I didn't dislike it either.  It was just kinda...there.  To me anyway.  

Anyway, today we have him drawing a whole horde of the heroes from that time period.
