This is Justice League member, The Atom, using his preferred method of long distance travel: making a long distance phone call to whereever he wants to go, shrinking down to microscopic size, jumping into the phone and riding the sound waves along the phone line to that destination, where he pops out and regrows, as he's doing here.

And if DC makes this guy the next Batman in their next movie, then I promise I'm gonna be in the theater opening night. And several nights thereafter.
