Not sure of the artist, it looks kinda like Ramona Fradon, but also a bit like Dave Gibbons, but I don't think it's either of them. At any rate, it's Aquaman riding atop an Octopus.

And today, we have the Maestro George Perez, in his typical loud Hawaiian-esque shirt, surrounded by a bunch of cosplayer.
Perez is standing atop Superboy-Prime, as if he conquered him, and Krypto is possibly to his left. Then, roughly, clockwise from the dog, we have Superboy, Robin, a black Jericho, the Red Hood, Deathstroke, Bizarro, Poison Ivy, Miss Martian, another Superboy, and behind him and Perez, there is Ultraman.
