This is by Earth-2 artist extraordinaire Jerry Ordway and his rendering of a bunch of WWII era, Golden Age, Earth-2 heroes!
Plastic Man, Black Canary, Starman, Batman, (I think that's Black Condor boot), Superman, (I think that's Johnny Thunder's pants leg), Spectre, The Flash, Johnny Quick, Hawkman, Wonder Woman, (I think that's Robotman's leg), Green Lantern and Vigilante, with a squadron of Black Hawks flying above them.

And we've also got this cosplayer, who's wearing a 90s Superboy suit...although that Superboy didn't wear a cape, so I gett his guy just added it himself?
