This is a splash page from an issue of the JLA when they teamed up with the JSA. In this particular panel they are together defeating the Horned Owl Gang (who only appeared in one panel, never seen before or after).
From the JLA, there's Batman, Elongated Man, Superman and Green Lantern, and from the JSA, we have The Flash, Sandman, Wonder Woman and Hourman.
