I'm pretty sure this the Always Amazing Alex Ross (but I'm not positive). At any rate, it's one of the Fantastic Four's toughest enemies: The Super-Skrull.

He is a member of the Skrull alien race, which allows him, like all of his race, to change their shape. However, the Super-Skrull has, in addition, the powers of the four members of the Fantastic Four: stretching, invisibility, turning himself on fire and rocky tough skin, super tough and super strong.
