So, this season of Doctor Who has ended (and what a freaking ending it was!!!!), and it was 20 years ago, in 2005, that the 'new' Doctor Who premiered. So I thought I'd look over and rate the doctors of this era.
Now firstly, yes, there was the War Doctor and the Fugitive Doctor, and even a bit of the Eighth Doctor, but I'm not including them in this ranking, as they weren't the titled characters.
7. Thirteenth Doctor
Jodi Whittaker is a fine, competent actress, it's just a shame she was saddled with such tripe during her three seasons. Her companions sucked, although Ryan was pretty cute. Graham was irritated, Yaz was quite useless (which is a shame since she was supposed to be a cop) and Dan was....well who knows what the HELL Dan was or even WHY he was there? And then there was the 6 part Flux....which is such absolute crap, I'm not even going to mention anything more about it.
She deserved so much better.

6. Twelfth Doctor
Sonic sunglasses? Playing guitar on top of tank? Too much time spent on his own origin and history? Yep, just terrible. The only thing that saved him were some women (Missy and Bill Potts) and one make Danny Pink. Loved all three of them any time they appeared, and frankly, I think they all deserved better than they got. But there's not much else I can recommend about his tenure.

5, Eleventh Doctor
Hmmm, well he did make Fezs cool again. And have the awesome Olivia Coleman as a protagonist in his first episode. And he did first team up with the Lizardlady female, he lesbian lover and their Sontaran 'butler' first. But really all in all, nothing to get excited about.

Now, all the ones in the top four were when Russell Davies was in charge and head writer. I think that's why I like these four the best: his writing is head and shoulders (and hips and knees and toes) above what we got from the other show runners.
4. Fifteenth Doctor
His stories were hit and miss, although there were some really great ones. Sadly, he only got two seasons, sadly because not only is he a pretty darn good actor, but he was MIGHTY easy on the eyes!********************
3. Ninth Doctor
He only had one season, but it was a great season! And he was the one who restarted the whole franchise!

2. Fourteenth Doctor
Yes, he's played by the same actor who played the Tenth, and yes he has a VERY short tenure, only three episodes. But DAMN what episodes they were!

1. Tenth Doctor
He was my first Doctor, and I'm of the opinion that whatever Doctor you first started watching is your favorite. But even so, I think The Best episode of the entire series, "Blink" occurred during his tenure. And another of the absolute favorite episodes, "Turn Left" occurred during his as well. But over all, he's just my favorite, and the Doctor by which I judge ALL the others.
