Dream Girl
All the residents of the planet Naltor have some level of precognitive ability (thus, why there is no such thing as being late on Naltor!) Nura Nol was the daughter of the High Seer of Naltor and had some of the most powerful precognitive dreams of anyone.
She had a dream where she saw 7 Legionnaires be killed in a shuttle accident. She joined the Legion and she arranged things so those 7 members were not active members anymore. But when the time came, it was 7 Legionnaire androids that were destroyed in the accident. She knew she had misinterpreted the dream, admitted what she had done, got the 7 readmitted to active membership, and then she resigned, saying she'd improve her skills. She joined the Legion of Substitute Heroes (although with expelled former member Star Boy) to train and become a better hero. After a while they both rejoined together, and during their time in the Subs, started a relationship that lasted.
Naltor has a history of great biological and scientific studies and Dream Girl excelled at this too, working with Brainiac 5 on various experiments. She also later asked member Karate Kid to train her in self defense techniques, and she wanted to be able to defend herself, and she because a great hand to hand combatant too.
She ran for an won the team Leadership right before the Legion's greatest adventure: The Great Darkness Saga, she served two terms as Leader before deciding not to run again.
