The Borg Queen from Star Trek. It is she who runs and organizes the billions or Borg drones in the hive mind...deciding who is attacked and who's distinctive consciousness is added to their collectiveness. She's not in the Epstein Files, but there IS someone in the Files who fancies themselves a 'monarch' and wants to control all aspects of the lives of 'his' drones.
