Don't know the artist, but he certainly looks very Jack Kirby-esque. It's show an early lineup of the Avengers.
It's Cap Kooky Quartet: Captain America, Hawkeye, Scarlet Witch and Quicksilver, which was the second major lineup, and this is right after founding member Hang Pym, in his Goliath persona, rejoined the team.
