Don't recognize the artist, but I kinda like his work.  Anyway,  this is the Seven Soldiers Of Victory!  From Earth-2, during World War II.

Clockwise from bottom right: Vigilante, Star Spangled Kid, Stripsey, Crimson Avengers Green Arrow, Speedy, Wing and the Shining Knight in the center.

But, Polt, you say, this is eight heroes, why are they the Seven Soldiers Of Victory?  Because Wing was the sidekick of the Crimson Avenger, and wasn't counted in the group.  Of course Stripsey and Speedy were sidekicks too.  Why did they just ignore Wing?  Probably because he's Asian, and this WAS the 1940s so....
