I don't know the artist, but I like his work. These are the original founding members of the Uncanny X-Men.
Clockwise from upper right: Iceman, Marvel Girl, The Beast, Cyclops and Angel.

And this is not a drawing or painting, like I thought it was. It's a bunch of cosplayers!
In the middle is obviously Loki, who has apparently defeated a bunch of Marvel's greatest heroes. Roughly clockwise from upper right we have someone I don't know; possibly Specrum; Doctor Strange; maybe Black Panther; Captain America; Thor; Wiccan; Spider-Woman; Valkyrie; She-Hulk; Nick Fury; Wonder Man; Patriot; and Black Widow. Don't have any idea who's laying behind Loki.
