Don't know the artist, can't read the signature. But it looks like this is two different panels showing a bunch of Avengers from just about the time I got into them, in the late 70s.
Hawkeye, Yellowjacket, Black Widow, Captain America, Black Panther, Scarlet Witch, Vision and The Beast
Wonder Man, Thor, Iron Man, Ms. Marvel, Falcon and The Wasp.

And today we also have an unusually attired Cyclops cosplayer.
Disney/Marvel should consider this outfit when they bring the X-Men into the Marvel Cinematic Universe.
