This is a promotional ad for the forthcoming Infinity Inc comic, drawn by the Earth-2 Master Artist Jerry Ordway. However, it's not a finalized version. Because the title was different when it premiered.
So, La Garro never appeared anywere ever. There was, later on, a female replacement to the original Wildcat, and she was Hispanic, but she took the name Wildcat. Also, unlike here, Fury could never fly. And while the Star-Spangled Kid was a member of the team, Sandy The Golden Boy never was. Sandy did years later join the Justice Society as Sand, but Infinity Inc had been canceled by then.
