Don't know the artist, but their work is pretty damn good. This is the original 8 founders of the Justice Society Of America first joined together in All-Star Comics #3 in November 1940.
Clockwise from bottom: The Flash, The Atom, Hourman, Dr. Fate, Hawkman, The Spectre, Sandman and Green Lantern in the middle.
