El Dorado
El Dorado was a Mexican hero created for the Super Friends cartoon right around 1981. He had a few appearances on the cartoon and then pretty much disappeared for over 30 years before showing in DC Comics proper in 2018.
He had a set of poorly defined powers. The main one was teleportation, by wrapping his cape around himself. He could also frequently create illusions, which could also appear to make noise and feel solid.
On occasion he demonstrated mental abilities, telepathy mainly. And he sometimes had the ability to hover. More than once he had super strength. On only one occasion, he was seen to shoot energy bolts from his eyes.
