Rafael Sandoval was a Mexican American living in Ros Dios Texas.  There was a serial arsonist attacking his town and as the police couldn't catch him, Rafael put together a costume and went out on his own to pursue him, successfully as it happens.   His series last just 16 issues, into 1990, when it was canceled.  He's had one or two other appearances since then.
