This is the Justice League International, back in the days when they were fun. Kinda bumbling idiots, but fun nonetheless.
We've got Fire, Ice, Booster Gold and Blue Beetle. Maxwell Lord, Mister Miracle, Big Barda and Captain Atom. Then Rocket Red, Gnort, The Martian Manhunter, Guy Gardner, and of course, Batman at the top.
