Who's to blame when parties really get out of hand...

I just have one question: why is it that when I'm invited to parties, then are NEVER like this:
I mean, I'd like to have cute college guys walking around the party in jockstraps and wrestling singlets (especially pink ones), adjusting themselves right there in front of me! I mean, after all, who wouldn't?
